If you just got PCS orders to MacDill Air Force Base, you're already deep in the checklist — BAH rates, school districts, commute times, on-base housing waitlists.
But there's something happening in Tallahassee right now that most military families aren't tracking — and if you're planning to buy a home in the Tampa Bay area, it could be one of the most financially significant decisions of your career.
Florida is trying to eliminate property taxes on primary homes.
Not reduce. Eliminate.
Here's exactly what you need to know — and why your PCS timing matters more than you think.
THE BILL: WHERE IT STANDS RIGHT NOW

Earlier this year, the Florida House passed HJR 203 by a vote of 80 to 30. That's a decisive margin. The bill would phase out all non-school property taxes on homesteaded properties over ten years — starting in 2027, increasing the exemption by $100,000 annually until your bill hits zero.
The Senate killed it. They never gave it a hearing.
But here's where it gets interesting: Governor DeSantis and House leadership are pushing for a summer special session — potentially the last window to get this on the November 2026 ballot before the Secretary of State's certification deadline in late August.
This isn't over. It's still in play. And that's exactly why you need to be paying attention right now.
THE MILITARY RESIDENCY QUESTION NOBODY'S TALKING ABOUT

This is the part that trips up almost every active duty family I work with.
Just PCSing to MacDill does not automatically make you a Florida resident for tax purposes.
Under the Servicemembers Civil Relief Act (SCRA), federal law presumes you remain a resident of wherever you were domiciled when you entered military service. That protection exists to prevent states from taxing you in multiple places — genuinely useful. But it also means that if you do nothing, you're not establishing Florida as your permanent domicile, which means you're not eligible for Florida's homestead exemption.
To capture any of these property tax benefits — including a potential future elimination — you have to actively declare Florida as your permanent state of domicile.
That's a deliberate choice. It's not complicated, but it has to be intentional.
THE TWO DECISIONS EVERY MACDILL BUYER NEEDS TO MAKE

DECISION 1: DO YOU DECLARE FLORIDA AS YOUR DOMICILE?
This is the foundation everything else rests on. If you declare Florida domicile, you unlock:
- The standard homestead exemption — currently $50,000 off your assessed value
- The Save Our Homes cap — limits annual assessment increases to 3% or CPI, whichever is lower. In a rising market, this is massive.
- Portability — if you ever buy another Florida home, you can transfer up to $500,000 of accumulated savings
- The deployed service member exemption — if deployed outside CONUS, you get a prorated exemption based on days deployed. 183 days = roughly 50% off your tax bill that year.
- Eligibility for the property tax elimination if it passes
How to switch domicile to Florida:
Update your FL driver's license, vehicle registration, and voter registration — then file for homestead with your county property appraiser by March 1st.
Critical note: if you receive new PCS orders and have to leave Florida, you do NOT lose your homestead. Florida law specifically allows service members to rent their home during absence without losing the exemption — just give the Property Appraiser a copy of your orders and a forwarding mailing address.
DECISION 2: DO YOU BUY BEFORE THE SUMMER SPECIAL SESSION?
If the session happens, an amendment gets on the November ballot, and Florida voters approve it with 60% — the phase-out begins in 2027. Anyone who has established Florida homestead before the effective date is positioned to benefit from day one.
Nobody knows if it will pass. The Senate's resistance was real and the fiscal concerns are legitimate — roughly $55–60 billion in annual statewide property tax revenue is at stake. But the political pressure is intense and DeSantis isn't letting this go quietly.
The real question isn't whether to gamble on the bill passing. The question is: does buying in this market make sense for you regardless — and does the potential elimination make it an even stronger move?
For most military families PCSing to MacDill, the answer to both is yes.
WHERE MACDILL FAMILIES ACTUALLY LIVE

MacDill sits at the southern tip of the Interbay Peninsula. Here's where families actually land:
SOUTH TAMPA — The Premium Option
Commute: 15–25 minutes
Price range: $300K–$1M+
Closest and most convenient. Hyde Park, Bayshore, Palma Ceia — walkable, established, strong resale value. Premium price for premium proximity.
BRANDON — The Sweet Spot
Commute: 30–45 minutes via Selmon Expressway / I-75
Price range: $200K–$400K
The most popular choice for MacDill families. Direct expressway access in multiple directions. Solid schools, wide range of home styles, strong military community presence.
RIVERVIEW — Growth & Value
Commute: 30–40 minutes
Price range: $280K–$450K
South of Brandon, growing fast. Mix of newer construction and established neighborhoods. Strong BAH coverage for most rank levels.
APOLLO BEACH — Waterfront Feel, Suburban Price
Commute: 35–45 minutes
Price range: $300K–$600K+
Waterfront community feel without the South Tampa price tag. Good schools, family-friendly, bay access. Popular with families wanting space and lifestyle at a reasonable cost.
RUSKIN — Maximum Value
Commute: 40–50 minutes
Price range: $250K–$380K
Affordable entry point into Hillsborough County. Growing infrastructure, newer builds available. Works well for E-5 and below BAH ranges.
ST. PETE / PINELLAS COUNTY — Bay Side Option
Commute: 30–45 minutes (bridge dependent)
Price range: $300K–$700K+
Popular for lifestyle — waterfront, downtown St. Pete, beach proximity. Watch bridge traffic during rush hour. Howard Frankland and Gandy Bridges can add real time on bad days.
WESLEY CHAPEL / LUTZ / LAND O' LAKES — The Northern Suburbs
Commute: 45–60 minutes
Price range: $280K–$550K
Newer construction, top-rated schools, master-planned communities. The tradeoff is the commute. Good for families prioritizing school quality and square footage over drive time.

Reference ranges (with dependents): E-5 approx. $2,709/month | O-3 approx. $3,081/month.
Brandon and Riverview purchase prices align well with BAH for most ranks using a VA loan with no down payment required.
